Sara Valaguzza, a lawyer admitted to the Supreme Court and founder of Studio Valaguzza, is a Full Professor of Administrative Law at the University of Milan. She specializes in administrative law, construction and infrastructure, public-private partnerships (PPPs), public services, complex contracting, and strategic procurement.

She coordinates the Construction Law Lab and the Advanced Course on Publicly-Owned Companies at the University of Milan and serves as President of the European Association of Public-Private Partnership (E.A.P.P.P.). She is also a founding member of the Transnational Alliancing Group (TAG)—an international network of scholars and professionals in the construction sector based at King’s College London.

Sara Valaguzza is recognized as a leading Italian expert in the fields of public-private partnerships, strategic procurement, and construction law, having contributed to the development of innovative public-private collaboration models, including the first collaborative agreement framework adapted to the Italian legal system.

Managing partner, she is responsible for the firm’s organization, human resources, and business development. She has expertise in management, administration, and accounting, gained through working with leading firms specializing in administrative law.

He mainly deals with town planning, construction and environmental issues, both in an out-of-court and dispute resolution levels.
Previously, he has collaborated with the legal department of a multinational company in the field of telecommunication services and also with a primary international legal firm.
He shares his passion for built environment and urban development with Clients, both private subjects and public administrations.

She also has expertise in matters relating to public entities and land management, as well as in the areas of urban planning, construction, cultural heritage, and landscape. He has experience in litigation, including in tax liability proceedings before the Court of Auditors.
Previously, he worked with a leading law firm, also in the field of administrative law.

She deals with public contracts, focusing on out-of-court consultancy, in the field of tender and execution procedures. She assists public entities and private economic operators positioned among the most important players in the field of construction and concession management of public works. She is an expert in public private partnerships, and project financing; among the ongoing activities, she is legal counselor for the construction of linear infrastructures projects financed with PNRR funds, of both national and regional interest, . She also has experience in transactions, mediations and support for technical advisory boards.

He is specialised in public contracts, particularly providing judicial and extrajudicial assistance in the awarding and execution of public procurement and PPP contracts. In December 2022, he obtained a Master’s Degree in Administrative Law, “The Digital State,” from the University of Roma Tre, with a thesis entitled “Project Finance for the Construction of the National Strategic Hub (PSN): Perspectives and Critical Issues.” He graduated in 2021, with a grade of 110/110, from the University of Milan-Bicocca, with a thesis in Administrative Law entitled “Digital Administration and Algorithmic Regulation.”

Graduated with honors from Bocconi University in Milan, with a thesis in constitutional justice entitled “Amici Curiae in Proceedings before the Constitutional Court: Between the Need for Openness to Civil Society and the Risk of Politicization.” He is currently a PhD candidate in Constitutional Law at Bocconi University.
During his academic path, he developed a strong interest in both substantive and procedural administrative law, with a particular focus on public procurement. He has also collaborated with professors, academic journals, and research centers.
He spent two study periods abroad, at Esade Law School in Barcelona and Freie Universität in Berlin.

Graduated with honors from the University of Trento with a thesis entitled: “The digitalization of public contracts in the new Code (Legislative Decree 36/2023)” is a PhD student in administrative law at the University of Perugia. During his academic career he focused his interest on public contracts and the digitalization process that has affected it in recent years, dealing with the related issues. He speaks fluent English.

Graduated from the University of Trento, he wrote a thesis entitled: “Prevention and resolution of disputes in public procurement: the Technical Advisory Board in a national and comparative perspective”. At the same University he was a teaching tutor for the subjects of administrative, constitutional and international law, as well as, as a student representative, a member of the Board of Directors for the academic years 2022-2024. During his university studies he became interested in the subject of public contracts and spent a period of study abroad at the Katholieke Universiteit Leuven (Belgium), where he was able to deepen his knowledge of European public law. He speaks fluent English and French.
