Sara Valaguzza, a lawyer admitted to the Supreme Court and founder of Studio Valaguzza, is a Full Professor of Administrative Law at the University of Milan. She specializes in administrative law, construction and infrastructure, public-private partnerships (PPPs), public services, complex contracting, and strategic procurement.
She coordinates the Construction Law Lab and the Advanced Course on Publicly-Owned Companies at the University of Milan and serves as President of the European Association of Public-Private Partnership (E.A.P.P.P.). She is also a founding member of the Transnational Alliancing Group (TAG)—an international network of scholars and professionals in the construction sector based at King’s College London.
Sara Valaguzza is recognized as a leading Italian expert in the fields of public-private partnerships, strategic procurement, and construction law, having contributed to the development of innovative public-private collaboration models, including the first collaborative agreement framework adapted to the Italian legal system.
